The SVN needs to be on *nix to Work, can be done to work if the SVN repository is in Windows?

It runs fine with a SVN repository hosted on windows.
What you saw here: http://www.redmine.org/index.php?id=9 is a
much more advanced redmine/svn integration. It's absolutely not
required for browsing your svn repositories from redmine.
