Description
Is it possible the user to see the problem only members of the group? A user "developer" has seen the problem of all groups.
As part of the project are connected by different organizations. There is a need that they are not seen by the task each other. Since each organization is a separate group, it is necessary that users see only the tasks of their group. Тow there is only:
issues_visibility_all
issues_visibility_own
issues_visibility_public

- Status changed from New to Closed
- Resolution set to Fixed
With the issues visibility "Own", users with that roles in a project can see all issues which they are the author of as well as issues which are assigned to the user or any of their groups.
If I understand your description correctly, this should thus solve your requirement to only your developers access to issues which are assigned to the user or the developer group.
