when cookies are disabled on browser, one can't login,
and no error message appears.

This isn't implemented yet.
A simple information hint message or information text beneath the login box would be helpful. In some cases, user have some cookie restriction.

Modern web applications generally require cookies to function properly, and many features will not work if cookies are disabled. This is a common and expected behavior, not something specific to Redmine.
Therefore, I don't think it is necessary for Redmine to display a special warning when cookies are disabled.
