Description

User should modify its Rails (production) setting via additional_environment.rb in Redmine.
Although, it doesn't not mention in INSTALL doc and only additional_environment.rb.example exists in config directory. So user may not notice how to configure.
This patch mentions additional_environment.rb in INSTALL doc and user can see how to setup.
