Description

When someone reports an issue with the accessibility of an issue to the administrator, giving him a link to the issue, it is impossible for the admin to see the task (and so solve the problem) if he's not member.

The problem is that not being able to access the issue makes it impossible to know the project in which it is and, as such, impossible (or completely impractical) to add himself as member of the project or to indicate to the corresponding managers that there is a problem with this issue.

This defeats a certain level of usability, where the administrator, who should be able to help in all circumstances, cannot even locate the corresponding issue without another exchange with the user to know in which project it is located.

An easy solution would be to grant the administrator access to all issues.
Another (less easy) solution would be to provide at least a page for the admin to see in which project each task is.
