Issue beginning/ending arrows should be flipped in RTL calendars

Description
The calendar displays arrows indicating an issue's beginning and ending dates.
In RTL layouts, time flows from right to left, so these arrows should also be flipped. However, they currently point in the same direction as in LTR layouts, even when an RTL language is used.
The attached patch fixes this issue.
