Two-Factor authenticatorion fail
Description
Company name: Tmaxsoft
Issue: Any new users fail on authentication activation.
Detail: Exsting users are able to log in with authentication code, but a new user cannot activate their authentication code. When they enter the code, it is saying "Invalid code or outdated code".
We are using a docker container for redmine and time on docker and linux server are in sync.
OS: Ubuntu
Environment:
Redmine version 5.0.3.stable
Ruby version 3.0.4-p208 (2022-04-12) [x86_64-linux]
Rails version 6.1.7
Environment production
Database adapter Mysql2

You wrote

Does this issue thus affect only this one user or all of your (new) users?
In the former case, this is often caused by the user's clock or timezone not being correctly set on their device. If it affects all new users, this is likely something on your server, although I do not see a common cause which would only affect new users here rather than all users.
