Add an Environment heading to the admin information page

Description

The admin information page (/admin/info) displays the output of Redmine::Info.environment, but this section does not currently have a visible heading.

This makes it difficult to refer to the section clearly when providing support, because there is no specific name for the information shown there. Support staff may need to describe it indirectly, such as "the preformatted text below the checklist on /admin/info," which can be unclear.

Adding an "Environment" heading would make the section easier to refer to. For example, support staff could ask users to "send the information shown under the Environment heading on the /admin/info page."
