There is no Europe/Kyiv time zone in the drop-down list.
Is there any way to add it?

I see on redmine.org there is Europe/Kyiv in the list, but it doesn't exist when deploy redmine using redmine docker image.

The Docker image is not maintained by us, you should open an issue on their Github project.
