Description

It was reported in #44403 that Redmine does not start on Ruby 3.3.0. This is caused by an issue with Ruby's handling of anonymous arguments (https://bugs.ruby-lang.org/issues/20090), which was fixed in Ruby 3.3.1.

The attached patch adds this information to the Known Issues section of source:trunk/doc/INSTALL.
