The Assignee field on the issue page currently shows only the assignee's name. This patch adds the assignee's avatar before the name.

Reasons:

• Easier identification. The issue already shows the assignee's avatar in the top-left corner, but the name is shown separately in the attributes table. Showing the avatar next to the name makes it easier to identify the assignee without having to match information in two different places.
• Faster recognition. The assignee is currently one of many plain-text values in the attributes table. An avatar makes the Assignee field visually distinct and helps users recognize the assignee at a glance.
• Consistency with other places. Redmine already shows an avatar in front of the user's name in the Watchers list, journals, revisions, time entries, and the add-member dialog. Showing an avatar in the Assignee field makes the UI more consistent.
• Groups are easier to distinguish. When an issue is assigned to a group, the group icon is shown, making group assignments immediately distinguishable from user assignments.
