Replace the external link icon with the Tabler "external-link" icon

Description

The icon that marks external links in formatted text is still a legacy 9x9 PNG image (external.png). It looks blurry on high-DPI displays and does not scale with the font size.

The attached patch replaces it with the "external-link" icon from Tabler Icons, which Redmine already uses for its other icons. The icon is an SVG image applied as a CSS mask, so it stays sharp and scales with the font size.

Changes:

  • The icon is gray so that it is not read as part of the link text.
  • The icon is placed after the link text instead of before it, because its arrow points outward. This is also the common convention on sites such as Wikipedia and MDN Web Docs.
  • A line break never separates the icon from the link text or from the punctuation that follows it.
  • In right-to-left layouts, a mirrored icon is used so that the arrow still points outward.
