I tried to install redmine today and discovered that I can't rake the default configuration with german settings.

Can not reproduce with 0.9.0 release or current 0.9-stable. German default data load just fine.
Actually, unit tests include default data loading for every language, and they all pass.
Maybe you could give some details about your environment.
