A setting that was "Create Issue Categories and delete Issue Categories which I've created" would be great, as I want people to have the ability to create issues (we're a new project and we don't have a lot of categorization work behind us) without the ability to vandalize.

I think it would be too specific and complicated to track who created what and manage permissions around that. But maybe it would be a good idea to separate "Add" and "Edit / delete issue categories". Any thought about that ?

That would be most of the functionality, and probably way easier.
