I recommend expanding scope, since, as reported in tickets #5736 and #35309, this affects other characters too. I suggest retitling to:

Broken links for URLs ending in “$” (dollar), “&” (ampersand), # (hash) or “?" (question mark). (RedCloth excludes last character from hyperlink targets)

For ampersands, something is extra wrong. http://example.org& shows as http://example.orgx%x%. Basically, the ampersands becomes x%x% This is surely related to the fact that RedCloth renders x%x% as “&”.

I recommend setting priority to High. I am a rare Redmine user, and hit the generalized form of this bug 3 times with 3 entirely different links in less than 2 person-days of usage.
