Filtering issues on estimated time with decimals

Description

I am using the current stable release (1.2.1). When trying to filter a list of issues based on the estimated time the results seem to ignore the decimal point. For example if you try to filter issues that are estimated to take less than 1.5 hours your results are those issue that are estimated to take less than 1 hour.

This was fixed in r6227 and works ok now in 2.1.
