Limiting e-mail subject header length

Description

Some defective e-mail servers can't handle e-mails with subjects longer than 60-70 characters. They cut off the rest of the line. With UTF-8 this causes the subject header to break down, causing the entire subject line unreadable.

It could be nice to have a configurable maximum e-mail subject line length when Redmine sends e-mail.

I am closing this issue because mail servers that cannot handle subject lines longer than 60–70 characters are extremely rare today.
