customize system notification

Hi everyody,
I'd like to customize the notification system to not send a notification to all watchers every time an attachment is deleted from an issue.
Like deleting watchers doesn't send a notification. Could someone tell me what files I need to modify? Coul someone help me, please?

That isn't configurable as the deleting of an attachments creates a journal entry in the history of the ticket, which is what triggers the sending of the emails.
