Creating additional main-menu entries?

Is there a "best practice" method to add additional entries to the navigation bar? I'd like to be able to create a link, similar to that "help" entry within the topnavigation (leading to redmine.org). Unfortunately a permanently reachable link to a subpage with a legal notice (Impressum) is requested for non private webpages by German law.

I think the cleanest way would be to make a plugin that extends said main menu.
