403 Error: One developer assigning bug to another developer

In my project, I have two developers. When one developer tries to assign an issue to another developer, the following message is shown:

"Successful update.

403

You are not authorized to access this page.

Back"

When I go back, the issue assignment has not changed. Does anyone know what might be the issue?

I forgot to mention that I am currently using Redmine version 1.2.1.stable.6317
