Time problem - times are off by 1 hour

Hi. I was reading the FAQ and found what I needed. The link is shown below.

But when I tried to execute:

ruby script/plugin install tzinfo_timezone

I got the message:

Plugin not found: ["tzinfo_timezone"]

Does anyone know how to fix this problem?

This isn't needed on Rails >= 2.1 which is true for current Redmine releases.
