"Custom Field" layout is generatet in form Grouped_Custom_Filds_CSS_CLASS.png (excample 24 cf_ , 12 shown)
You can change design from cf_xy class, or generate additional code over js (if possible).
If possible you have to create code for each tracker_group_field constellation.

If you do so, you will have to change each tracker when fields/groupes will be changed.

The best way (my opinion) is to administrate groups (better: for each tracker).
create groups > assign to tracker, sortable > assign cf to 'tracker_group', tell tracker how many colums he has to use
( when issue is viewed )
