New issue tab not displayed

I setup redmine i give all the permissions but new issue tab not showing

In newer versions of Redmine there is no "new issue" tab anymore.
To create a new issue you can use the "+" menu on the left end of the main menu.

This statement is false. See #15880#note-52. It depends on the "Project menu tab for creating new objects" setting.

Thank you for correcting my answer. I've forgotten this setting over time. The setting is under Administration > Settings > Display at the bottom of the list.
