Redmine Installation (Windows)- Error with bundle install

Any idea about this error while executing bundle install:

Installing rmagick 2.16.0 with native extensions
Gem::Ext::BuildError: ERROR: Failed to build gem native extension.

current directory:
C:/Ruby25-x64/bin/ruby.exe -I C:/Ruby25-x64/lib/ruby/site_ruby/2.5.0 -r

Gem files will remain installed in
C:/Ruby25-x64/lib/ruby/gems/2.5.0/gems/rmagick-2.16.0 for inspection.

Make sure that `gem install rmagick -v '2.16.0' --source
''` succeeds before bundling.

I suggest installing the latest Redmine 4.1. Since Redmine 4.1 replaced RMagick with MiniMagick (#30492), errors regarding RMagick will never occur.
