Issue URLs in emails have duplicated context path

Description

Redmine installation Settings/General/Host name and path: my.server/redmine

In Redmine 2.x, the path above would be used in the issue URL, resulting in:

https://my.server/redmine/issues/xxx

However, in 2.3.x the context path seems to be (incorrectly) duplicated in the notification:

https://my.server/redmine/redmine/issues/xxx

I can't change the general host name and path settings since other plugins use it as well, and they continue to assume the old behavior. Is this a bug in the Redmine email notification logic, or has the meaning of this field changed and so plugins should be modified instead?
