That would be either a non member or an anonymous user. This is possible when:

1. the project is public
2. the Non member and/or Anonymous system role is granted the Add issues permission

For this (public project without any members where Non member and/or Anonymous role is granted the Add issues permission) to work (as in having the possibility to change the status of issues) you also need to configure the appropriate workflows (allowed status transitions) for the Non member and/or Anonymous role on example.com/workflows/edit.

I'm not sure what you mean with this. What do you mean with admin here? Do you mean a Redmine administrator or a user who functions as an administrator for one or more projects managed in Redmine?

Generally: if you have Redmine configured to use public projects where Non member and/or Anonymous role is granted issue tracking permissions (like Add issues/Edit issues), but still want to have one or more projects to be private, simply edit these projects accordingly:

• remove the public checkbox from the settings
• add the wanted users as members

As soon as you make projects private, they are no longer visible to users with (virtual) Non member and/or Anonymous role.

Generally this is only needed when you allow the Non member role to create projects (using Create project permission) and is already covered by the Role given to a non-admin user who creates a project setting.

Elena, please don't reopen this issue again since it is clearly not a defect. Instead, head over to the Help forum if you need more help understanding the RBAC system implemented in Redmine.

FWIW: if you post on the forums, add some more information about how you've configured Redmine until then and be (way) more specific about how you actually want to configure it.
