Multiple users cannot access the same page.

We are just a few Redmine users, however, only 1 user can access any page at a given time. If another user tries to access the same page (issues, overview, etc.) the browser shows a spinning wheel and never finishes loading "connecting...". If the user leaves the page, then it loads for the other user. Can anyone give me some guidance on what setting we missed?
We are running Redmine on Windows not Linux.
