Redmine

Issue #8562 limited the watch list when creating new issues to < 20. After upgrading to redmine 3.3 from a fairly old version which was before this change, our users have been complaining they aren't seeing the checkboxes for the watch list.

I understand why a limit was introduced but 20 is too low for us and it seems like this should be configurable.

This wouldn't be as big a deal if the modal "Add watchers" window wasn't so difficult to use. I often find myself checking people off, then searching for someone I'm missing only to have it clear all the people I just checked.
