Description

steps to simulate
1/ add a new CF type key-value
2/ set a default value and check a required attribute

current behavior
on existing issues without a CF value, there's always the FIRST value prefilled automatically. It's easy to overlook there was any change.

desired behavior
in this case, there should be a blank value and a user should be prompt to select something.

the behavior should be kept for new tasks only where the blank value on required fields makes no sense
