Can't save "Default assignee" user for project.

When I try to save some user as “Default assignee” to a project, I get the message “Successful update” but at the drop down menu there is still shows “none”. After check in database, there also stays [null] for “default_assigned_to_id”.
I can’t see any errors in redmine logs.
Can you advice where to search for clues?

Redmine version 4.2.0.stable
Ruby version 2.5.1-p57 (2018-03-29) [x86_64-linux]
Rails version 5.2.5
Database PostgreSQL - 12.4
