Accept related issues from other projects

Description
It is not possible to update an issue setting "related to" to an issue in a different project. Even if both
projects are subprojects of the same "big" project.

Done in rev 620.
An option was added to allow relations between issues from different
projects.
This option can be set in Admin -> Settings (default: false).

This a major requirement for my company to switch from Mantis
to RedMine is to be able to relate tickets no mater what project
they are in.
