[UX] Teawk default theme: better distinction for h2 section

Description
For user interface, clarity should be good if the panel\caption area (usually section h2) was emphasized with a different color as the [Highrise theme ( by Kirill Bezrukov)](https://www.redmineup.com/pages/themes/highrise) does.

In #43563, I increased the top padding of #content to create more space between the h2 at the top of the section and the main menu. This change improves the readability of the information displayed in the h2.
Since the h2 headings are now easier to read, I believe there is no longer a need to modify their color. What is your view on this?
