Skip some Mercurial tests when using Mercurial 5.1 or later in Redmine 6.0 or 5.1
Description
Due to a change in Mercurial 5.1 (see #33784#note-18), some Mercurial-related tests fail in the 6.0-stable and 5.1-stable branches.
The attached patch updates RepositoryMercurialTest on those stable branches to skip the affected tests when Mercurial 5.1 or later is used.
