Description

Legacy PNG icon styles are now provided in legacy-icons-compat.css since r24103, but the styles removed from responsive.css, rtl.css, and scm.css are not included.

As a result, for example, when responsive layout rules apply, the admin menu icons may appear broken. It seems not to match the expected behavior when loading legacy-icons-compat.css.

The attached patch (fix.patch) adds the missing styles from responsive.css, rtl.css, and scm.css to legacy-icons-compat.css.
