Remove unused CSS rule: `body.controller-issues h2.inline-flex`
Description
In application.css, the following rule appears to be unused and can be safely removed:
body.controller-issues h2.inline-flex {padding-inline-end: 0}
Current issue views use h2.inline-block (not h2.inline-flex), so this selector no longer matches in core views.
