Add any_searchable to the default filters on the issue list so that users can quickly enter a value for Any searchable text without explicitly selecting it from Add filter.
any_searchable is a general-purpose filter that can search across multiple fields, such as the subject and comments, using a single filter. Making it a default filter provides a more natural entry point for searching.

To support this, :search type filters are changed so that blank values are not treated as active search conditions, preventing unnecessary validation errors when any_searchable is left empty.
