Please upgrade rails to 7.2.3.1 to pin connection_pool to < 3

Redis and Memcached are not working currently

connection_pool is broken in all versions before 7.2.3.1 because it was not pinned to a version, i think...
Old redmine docker images built before december 2026 will work, because connection_pool released version 3 somewhere in december.
