When editing an existing issue, the assignee dropdown includes an "Author / Previous assignee" section.

This patch renames it to "Author / Recent participants" and adds the latest note author to the section. As a result, the section would include the issue author, the previous assignee, and the latest note author.

In comment-driven discussions, it is common to assign the issue to the user who left the latest note. Including that user in this section makes reassignment faster.
