Missing Redmine 7.0.0 release notes in CHANGELOG
Description
Redmine 7.0.0 was released on June 30, 2026, but source:tags/7.0.0/doc/CHANGELOG has not been updated for the release.
The attached patch adds the missing v7.0.0 changelog entries.

It seems that I've committed the changelog only on 7.0-stable branch, please see r24820. The Changelog is also available on 7.0.0 tag, please see https://github.com/redmine/redmine/blob/7.0.0/doc/CHANGELOG#L7.
I think we only need to backport r24820 to trunk.
