Gantt navigation buttons shift when the horizontal scrollbar appears

Description
This is a regression introduced by #44567. The Previous and Next buttons below the Gantt chart move down when a horizontal scrollbar appears, and move back up when it disappears.
To reproduce:
- Open a Gantt chart with no horizontal scrollbar.
- Widen the subject column until the horizontal scrollbar appears.
- Notice that the Previous and Next buttons move down.

I'm attaching a patch that reserves space for the horizontal scrollbar. This keeps the navigation buttons in the same position, as they did before #44567.
I've confirmed the fix in the following browsers:
- Chrome, Firefox, and Safari on macOS.
- Chrome on Windows 11.
