Missing expand/collapse icons for Gantt projects with only subprojects

Description
A project with no issues or versions of its own has no expand/collapse icon in the Gantt chart. Its subprojects are shown, but users cannot collapse them from the parent project.
Steps to reproduce:
- Create a parent project with no issues or versions.
- Create a subproject and add an issue.
- Open the parent project's Gantt chart and include subprojects.
The parent project should have an expand/collapse icon.

I'm attaching a patch to fix this issue.
Every project shown in the Gantt chart has issues or subprojects, so the patch adds an expand/collapse icon to every project row.
Confirmed in Chrome, Firefox, and Safari on macOS. Visual tests found no new regressions across 52 scenarios.
