Description
I've found that especially when people come back from holiday, they have an awful lot of notification e-mails to get through, and really they only need one for each issue, as once they view the issue they can see everything that's happened and the subsequent e-mails for that issue are not necessary. So my suggestion is to add an option to only send an e-mail when an issue is updated that the user hasn't viewed since the last time they were sent an e-mail.

Sorry, has this already been implemented? I honestly searched high and low for an issue related to this and came up empty.
