Feature #1459 has been committed. It allows administrators to register specific dates, such as public holidays and company holidays, as non-working days. Registered dates are taken into account when Redmine reschedules following issues, and are displayed as non-working days in the calendar and in the Gantt chart.

However, these non-working dates apply to the entire Redmine instance. Holidays cannot yet be configured for each member, so this issue remains open for that part of the request.
