Modules tab missing in Redmine 4.0.1

This is in Linux and Rails 5.2.2.

Under a Project
Settings
the second tab under Redmine 3.2.0 and Redmine 3.4.6 is
Modules

This allowed me to click the plugins active for that project.

This tab is no longer showing on Redmine 4.0.1.

Is this an error, or can Plugins (Modules) no longer be chosen by project?

In Redmine 4.0, you can enable/disable modules on the "Project" tab. Open the tab and scroll down the page, and you will find checkboxes.
