Customizing Home-Page - Redmine Blocks?

Database adapter Mysql2

Git 2.17.1
Filesystem
Redmine plugins:
no plugin installed

I uploaded the plugin:
https://www.redmine.org/projects/redmine/wiki/PluginBlocksLayout
into /plugins directory
and it is not shown in configuration.
Do i need to do sth. more?
restart Ruby?

any other help how to customize the homepage

Usually you have to restart the server after installing a plugin, but it seems that this plugin only supports Redmine 2.X, last commit is four years old.

this mornging - redmine crashed because of that - is it possible, that redmine executes some processes to parse the plugins and if the plugin is not valid, it crashes the system?

Exactly that's the case. Redmine loads the plugin code on startup and if there are any errors it crashes.

How do you like to configure your homepage? There's the possibility of writing your own welcome text, or even create a custom plugin...

Hi,
the best thing would be just to show "boxes" with content
from the different modules "wiki", "downloads", ...
writing my own plugin? not experienced enough :-(
