Description
This is a follow-up to feature #8577.
Would it be possible to enable the Private flag to be set or unset on the "Bulk edit selected issues" page, and possibly also on the context menu in the "Issues" page?

I agree that's the normal case, but I have at least two use cases:
- After deciding to enable this feature on a project when your tracker already has 100s or 1000s of issues, you may want to mark many of these as private before you add the new users who will only be able to see the non-private issues.
- Another likely, occasional, use case is the private-to-public transition - publicly revealing a set of previously private issues once they have been triaged.
