Description
The format used to send emails (HTML/plain text) is currently a system-wide setting.
Since individual users' preferences differ, users should be able to set this in their account configuration.
This was brought up in #2029 but I couldn't find any feature for per user setting as suggested there - so here it is

in that ticket the committer says he had no time to add the per user feature at the moment. But I then don't know why the ticket was closed.
