Set day as non-working for purposes of Precedes and Following relationships
Description
In my opinion Redmine would benefit from the ability to set a specific, non-recurring day as a non-work day. An example of such a day would be a national holiday. This would affect the scheduling of Precedes and Following relationships.

I see support for such a feature in the Forum [1] and alluded to in the comments of a bug report [2].

This has been implemented as part of #1459, which will be included in Redmine 7.1.0.
Administrators can now register specific, non-recurring dates, such as national holidays, as non-working days. Registered dates are taken into account when Redmine reschedules issues that follow other issues through "precedes" and "follows" relations, in the same way as non-working days of the week.
