Question to ask for creating a link to a copied issue could default to false

Description

We like the feature to link copied issues to their source (implemented with r13668), but we do not always want to create these links for most projects. Hence, it would be great if the checkbox "Link copied issue" would be unchecked by default or if a global/project configuration option existed.

I have also thought for a while that when the setting is "Ask," the checkbox should be displayed in a cleared state.

As shown in the screenshot below, I think it would be good to further divide the "Ask" option for the two settings, "Link issues on copy" and "Copy attachments on copy." In addition to the current behavior of "Ask (default: yes)," we could add an option for "Ask (default: no)" where the checkbox is cleared by default.

Fully agree and I belive it is sufficient to have these options as global options instead of project specific options.
