Following the addition of pagination to the members tab in #43355, finding specific members or checking assignments for a specific role in projects with a large number of users and groups can still be hard.

This proposal adds a filter form to the Members tab in project settings allowing to:

• Filter members by user or group name
• Filter members by role
• Preserve filter parameters across pagination and member actions (add, edit, delete)
